Frozen workfiles implies multiple inconsistent copies of the same families.
Up to date content is achieved by storing references to patent data, frozen content is achieved by copying.

Local to Folder is what we have in workfiles right now
Making it unique enable easy editing from hitlist, but does not allow to have a document 3 stars (relevant) in one context, and 1 star in another.
If you chose the option for frozen workfiles you cannot have unique annotations: evrything is duplicated and inconsistent.

Making all values visible and editable from hitlist implies:
- complex and hard to use interface
- all fields become multi-valued (per workfile), which implies no sorting, hard to analyze at hitlist level

The Fullpat and Fampat records will live in different elastic search indexes, so mixing is not an option if dynamic workfiles (workfile/list fusion) are selected.

We might want to ad the ablity to do it directly in workfiles
Pros: all editing is done in workfiles
